RESPONSIBILITIES

This is a performance based position.  Performance objectives and indicators have been designed to measure the successful candidate’s achievements on a quarterly basis.  The employee must meet or exceed these detailed goals as a condition of employment.

Position is responsible for the publication and distribution of reports, analysis and tracking of inventory trends and performance in the P&MM Department.  Provide complete and continuous oversight of all aspects of Procurement and Materials Management PeopleSoft security modules working in conjunction with the MTA Business Service Center.

Prepare and distribute various statistical reports ensuring data accuracy for the purpose of identifying material issues and historical trends. Responsible for the creation and distribution of Key Performance Indicator reports for P&MM providing guidance to inventory investment. Perform all other related work as necessary.

Provide continued catalogs and statistical reporting support to both the Maintenance of Equipment and the Maintenance of Way materials operations.  Provide adhoc activities as required.

Coordinate with the MTA Business Service Center in the development and maintenance of MNR employee PeopleSoft procurement security roles ensuring integrity of data and enforcement of standard protocol.  Review and approve all changes to P&MM inventory and procurement security roles for employees using PeopleSoft.   Assists in defining and maintaining system policy and procedures relating to all procurement and inventory module maintenance.

Maintain and provide statistics in support of vendor performance initiatives to evaluate supplier on-time performance levels. Assist in the creation and distribution of vendor report cards and all associated system reports to suppliers for expediting activities.

 

QUALIFICATIONS

 

REQURIED QUALIFICATIONS:

Advanced knowledge in Microsoft Access, Excel and/or comparable macro and query creation and editing.

Knowledge in developing new reporting and testing applications.

Strong discipline in data validation to ensure query quality.

Problem solving, analytical, and integrated computer system skills.

Ability to operate effectively in high pressure situations; must be flexible and adapt to change.

Ability to work with minimum supervision and guidance.

Ability to exercise a high level of independent judgment and decision making.

Ability to deal with internal and external customers and all levels.

 

REQUIRED EDUCATION:

Associate’s Degree in Computer Science, Statistics, Mathematics and/or related field.  Demonstrated equivalent experience, education and/ or technical credential to include two (2) additional years of related experience may be considered in lieu of degree.

Minimum of two (2) years of experience in PeopleSoft, Microsoft Access and/or comparable query-building PC applications, preferably in a material management environment.

 

PREFERRED QUALIFICATIONS:

Familiarity with Material Management systems, Inventory and/or Transportation/Railroad Operations.

Knowledge of inventory and procurement principles, systems, governmental procurement regulations (FAR, FTA) and NYS contracting provisions.

 

 

RATE OF PAY

 

The wage progression scale is as follows: 70%>75%>80%>85%>90%>95%>100%.

The new hire full rate of pay is $34.21 per hour.

Additionally, with the exception of employees hired at the 70% rate, new employees will be required to work 24 months at the progression level at which they are hired after which they can progress through the wage progression at the normal rate.

The incumbent (only employees currently in the Procurement department seeking a different position that were hired prior to January 13, 2016) full rate of pay is $38.24 per hour.

 

 

SENIORITY

 

Employees new to the Transportation Communications Union (TCU) will establish seniority in accordance with the union’s current collective bargaining agreement.

Members of the TCU are subject to an initiation fee and monthly union dues.

 

 

SELECTION CRITERIA

Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.

OTHER INFORMATION

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker.

Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends.   This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations.
